I have a signal on my hand, but factorio don't suggest or accept the placement of a signal on the straight horizontal rails I just build (on orange side)
Not normal. should suggest & accept the build.

And all work fine with gost build of the signal.

The game does not allow you to build signals on the opposite side of one way tracks unless building the signal would make it a two way track.

It is caused by the two latest turnouts to south being close together, even removing all relevant signals does not change this. I assume it is caused by the one signal placement point having no connection to the northern rail:

Edit: Seems to be more complex, even removing the track going NE fixes it.

Adding a signal as shown also makes it recognize that it is, in fact, a two way rail.

Yeah, but even without that signal it's already a two way track, due to the chain signal below it. A train coming from the west on the horizontal rail can reach the station with no problems, even if the signal placement options would imply that the track is one way the other way.

Attaching as small a reproduction as I could manage. Adding or removing exits to the south changes which side signals may be built on the east part of the horizontal rail.

Interesting, removing any of the four downward branches makes signals placeable on both sides of your segment again.
