That might be because the file specified is in fact a .ogg not a .wav.

Do you have DyTech mod installed? This was the first error I got when trying to port Dytech, which has yet to be updated.

what i had to do is, i loaded every single .lua file in notepad++ and did a global replace of .wav to .ogg (for my mod invidivually)OBAMA MCLAMA wrote:If you are getting errors, such as .wav
you have mods enabled. Every single mod that has a single .wav file needs to be updated, all .wav files were changed to .ogg, It took me a while to fix my mod.
go to your factorio/mods folder, and open mod-list.json
turn all mods to false except for base. You need to wait for them to update.

I had DyTech installed when I did the update, and receaved an error about creatures/creeper_death. first thing I did after was delete my mods folder and try again, then got this error.

I don't know why it doesn't work for you even when you have no mods.
Could you check you really have no mods from the game interface?
Could you search for reference to deconstruct-bricks.wav in the game data file?
