@prg
According to windows:
Total available graphic memory: 1,5GB
Dedicated memory: 192MB
Quite humble amount, but this gear should have handled a resolution change. My guess is screen is stretching and/or copies elements to new window clogging the memory.
My main PC has 2GB graphic and 8GB system memory and had no problems with that (I believe I changed resolution in game and possibly stretched the window accidentally without crash)

As you are on steam, try starting Factorio with the launch options set to --video-memory-usage=low
To do so, right click on the game in your library, then select properties, then set launch options.
This will result in a longer loading time (and may impact game performance), but uses less video memory.
The log file doesn't identify your graphics card. Can you also post a screenshot from the main tab of the GPU-Z tool (link) ?
