I run the headless server on the Windows platform
Along with 0.17 is much higher CPU usage than 0.16,
I found that placing an oil refinery on the ground will cause the server become laggy with a flashing clock icon (show-multiplayer-waiting-icon)
and become normal again if I remove it
and "admins": ["dogwong"] in server-settings.json seems not working because I use the same setting in 0.16 and it works, but not for 0.17

Isn't it because we use the multithreaded pipe simulation and this is the first fluid related object in the game? It might be possible, that the server is not handleing multithreading good.

The non-solar-based power systems also use fluids, so this isn't going to be the first such entity.
