[0.12.25] Desync on placing Items

I'm getting desync every time I place an Item
0 mods
same game version - 12.25 Although server was downloaded from website game was from steam
Commandline - Factorio.exe --start-server Game.zip --autosave-interval 5 --autosave-slots 10 --latency-ms 200


Server is Windows 2012 R2, E3-1245V2, 32GB Ram, Gig connection

FYI - This is now running on the desktop of a dedi so is bypassing Pingperfect entirely. Its not an issue on their side unless you have incompatabilites with other games?

I'm afraid I've deleted it as I was testing but the map was created in multiplayer > new game with everything left as default then as soon as I entered the game saved it as Game and uploaded it to the server.

I tried it on local multiplayer and it worked without problems.
