[0.12.10] Game no longer starting in Full Screen

Hello,

As I upgraded from alpha to experimental, the game no longer starts in full-screen.
When I go to options however the option does seem ticked.

When looking in the config in %appdata%\roaming\factorio\config\ I can also see the text "fullscreen=true" in the "[Graphics]" section.

Hell, if I look at all the other settings, like ambient sound which I have disabled as I play music, I can see none of the settings so far I have set ingame seem to be saved when I restart the game, although the config.ini file does reflect all my changes.
