[2.0.14] Add more features to the starmap

The starmap has a solid foundation, but is lacking a significant amount of features I think is missing. A decent amount of these are in Space Exploration already.

- Add the ability to add some sort of decorations to the starmap to spice up just gray lines on a black background
- Add a flag to hide planets more dynamically, it would be nice to reveal planets as you go along instead of just seeing all of them on the map (particularly useful for more hidden locations)
- Expose some form of LuaRendering to the starmap

These are very much "I have absolutely no clue how much work this would take but it would be nice" requests, but they would be very cool to see.
