Can we custom the target temperature of fusion reactors?

It seems that the target temperature of fusion reactors is (the default temperature of the output fluid) * (neibourhood bonus). Thus the power of a fusion reactor is determined by the default temperature. Can we set the target temperature? Thanks for your help.
