Exactly what are the limitations of images layers on rotated sprite?
I tried to edit this mod to actually have the bot graphics there but had issues with them showing up: https://mods.factorio.com/mod/Hover-Car
1: Do all sprite layer images need to have the same resolution?
2: Do all sprite images need the same number of directions?
3: Do all the sprite images need the same map layout of directions?
Anything else I need to think about?

Best would be to show what you tried to do.
What I imagine you should do though is create a new car sprite sheet from the original, and edit each picture to include the bots. It can't easily be done with only code, because at sometimes the bots will be hidden behind the car. The sprite-sheets you'll need to recreate are the png files mentioned here: https://github.com/wube/factorio-data/b ... 6379-L6556
