[1.1.25] Express insterter inside lane desync

It seems to me that express inserters pick every other item from the inside lane of the express belt.

I think this is not a bug. what do you expect?

It seemed to me that in earlier versions it was not so. But I check 1.0.0 and the inserter behaviour is the same. So my memory is not so good, sorry.
