I was adding power poles and noticed that even though it was connected visually with a wire. A pole wasn't actually connected.
In this screenshot:
Pole 1, 2 and 3 all connect to each other with a wire. If all poles are present, power works fine. However if pole 1 is not present, while poles 2 and 3 are still conencted by a wire (visually), they the inserter and liquefier (seablock) are not powered. As in this screenshot:
I can remove and replace poles 1 and 2 and reproduce the problem at will (no ghosts used).

The wire from 2 is not connected to 3, but a ghost pole behind 3.

are ghost poles meant to prevent real poles from connecting? They are in range and not maxed out for connections, but the no triangles rule seems to be in play even with ghosts.
