[1.0.0] Certain machines have inconsistent stack sizes on low-stack items

When placed manually in machines, several items with small stack sizes (in my testing, any items with stack size <100) end up with strange/inconsistent max stack sizes while inside the machine. These include:
  • Rocket Silos, in which all three components (RCU, LDS, and Rocket Fuel) stack up to 64
  • Assembling machines, which have various stack sizes -- 94 for sulfur in an assembling machine making Chemical Science Packs, and the same for Electric Furnaces in making Production packs.
I could go on, and my testing has been less-than-exhaustive, but with the switch to base-10 stack sizes in 0.10, it seems these are hold-overs from the pre-10 era.

Hail, I think these over-stack happen when high speed assembling and/or high speed inserter serving.
My example is 3 inserters serve each items ( example Rocket Fuel ) with 2 tick swing ( 300 item / s = 30 swing /s * 10 stack )
Silo speed is 180 ( 1 assemble / tick ).
RCU, LDS, and Rocket Fuel are stack 10.

I don't have any problem with this.
