This seems to be a bug in the Rampant mod. The biters request a path out of the cliff to somewhere, then they get the path, and then the mod immediately cancels that command, tells them to go somewhere else, and they start pathfinding again. It's this constant cancelling of orders and assigning new ones that prevents them from ever going anywhere.
