Say I have two storage chests:
* One with iron plate inside and no filter.
* One with nothing inside and an iron plate filter
The logistics bots will take iron plates to the first chest, when it seems like it should take them to the second chest, which seems like the more desirable behavior and the one that is consistent with what the wiki claims, which indicates to me it may have been the intended behavior.

I feel like the location the player explicitly said they want the iron plates should take priority.

The storage filter always seemed as if it simply placed that item virtually into the chest.
In your example the chest with plates seems to be closer to the bots making them prefer it.
You can make them stop using that chest by setting any other filter. Bots prefer to use one chest/item.
