Quick bar doesn't sync between games

The quick bar doesn't sync between saves.
It looks like I have to set up the quick bar between every time I enter a new world or start a new one. I was under the impression that the quick bar would sync between worlds.
To replicate:
1. Start a new world
2. Edit the quick bar
3. Quit the game
4. start a new world
5. See an empty quick bar

Working as intended, we never said that it would persist between maps.
