I was playing a game with a few mods including Nanobots https://mods.factorio.com/mod/Nanobots, and had a few pieces of Nanobot's equipment installed in my power armor mk2, including the Belt Immunity Equipment.
I disabled all my mods to test a couple of things and noticed I was still unaffected by belts, and sure enough the Belt Immunity Equipment was still in my armor despite all my mods being toggled off.
Even completely deleting Nanobots doesn't get rid of it (I thought the assets might be active somewhere).
It seems the steps for reproducing are:
1. Install Nanobots
2. Install Belt Immunity Equipement into at least Power Armor MK2.
3. Toggle off or delete Nanobots.

not a bug. belt immunity equipment is in vanilla albeit not accessible without mods/console commands.
