interface options "apply" button

the interface option menu is missing the apply button to restart the game when critical (i.e. language) changes are made

I don't believe it is supposed to, it simply tells you that those changes will only come into effect after restart.

Thanks for the report. We intentionally don't restart when leaving this settings GUI because it isn't strictly required for the game to keep running. If you want the new settings to apply you have to manually restart.
