[15.23] Pulse activated inserters do not pick from belts

There is still an inconsistent behavior with circuit controlled inserters, they don't pick up items from belts when sent a pulse.

The inserters in the upper right loop work fine, the ones in the lower left don't do anything.
They're all set to go on (anything > 0).

Put items in the blue requester chests, and then some in the yellow storage chest to start sending pulses.
The inserters in the upper right behave as I would expect, the ones in the lower left don't do anything.
The messy workaround is to have another inserter put things in a box first.

I would assume that it is very unlikely if not impossible for an inserter to grab from a belt if only activated for one tick at a time, while it is no problem to pick out of a chest.
Btw, you posted this topic twice, ill remove the other one.

Thanks for removing the duplicate.

The belt is full, so picking something up shouldn't be an issue of not having something there when the pulse fires.

I wouldn't rate this issue as a high priority, just if you're looking at inserters already perhaps this could be looked into as well.
There is a workaround for it, it just makes things a bit bigger.

Even when the belt is full, the inserter needs multiple ticks to move and pick up the item. Pulse mode can not be used in this situation.

Try looking at it with game.speed = 0.1
