At first I only had the one light at the lower right that stopped the other train; I added a few more signals but nothing moved.

I have 2 trains on separate tracks, headed in different directions and neither one will move.
At first I only had the one light at the lower right that stopped the other train; I added a few more signals but nothing moved.

You need to check out a signaling tutorial, there is even one ingame available. NaB.
