Vanilla 0.15.19 - new map.
Enter blueprint menu.
Click new blueprint book -> A new blueprint book is attached to the cursor.
Click cursor in the my blueprints section beneath to place new book in my blueprints. Rename blueprint book to any name.
Close blueprint menu and look in inventory. -> A empty blueprint book has appeared in the inventory.
Renaming the blueprint book is not necessary for the bug but it shows that the two are not the same one since the one that appears in inventory is unnamed.

Thanks for the report however this is working correctly.
Clicking the "new blueprint book" button gives you a new blueprint book. It's now an item and in your cursor independent of the blueprint library. Then clicking it into the blueprint library copies it into your library but it's still an item.
Similar to how copying blueprints into the library doesn't delete the source blueprint copying the book into the library doesn't delete the source book.

It may be working as intended for a filled blueprint book.
But the dominant use case for an empty blueprint book is to move to the library, not copy.
