What software did you use to .zip it? At first it didn't load for me either, but after I extracted it and re-zipped it with WinRAR or 7-zip (tried both) it worked.

If I attempt to zip it using the integrated windows .zip feature it fails because it doesn't allow control — копия.lua.

It was zipped using WinRAR.

Factorio expects any zipped file to be compressed with the Deflate compression format so if you used Winrar and it compressed it with any other format it won't know how to read it.
