[0.15.x] Flying robot frame takes 20s to assemble. Intended?

Until 0.15 it had always (AFAICT) been the case that engine units, electric engine units, and flying robot frames took the same amount of time to assemble. Since each required one of the previous components, assemblers could be deployed in a nice 1:1:1 ratio. Now the assembly time for engine units and electric engine units has been cut in half, but flying robot frames still take 20 seconds. Was this an oversight, or was it intended?
