Steam Not Updating

I've seen everyone else's problem with 0.15 crashing. I, however, am not loading 0.15. I'm still loading 0.14.23. I have done the following:

• delete the config from %appdata%/factorio
  deleted all of %appdata/factorio
  disabled steam cloud
  reinstalled the game
  (Every action was followed by a steam restart, or a retry without steam restart)

Specs:

• Windows 10 64bit
  GTX 980
  AMD Radeon R7

You need to "activate" the beta:
Library: Right click on Factorio --> Betas --> Select "0.15.x" from the dropdown menu.
