0.14.9 Train track building without reach limits

The train track building system can easily be fooled into letting you build infinitely far from your character.

Repro (assuming that you have train tracks researched)

1. Have an existing track piece.
2. With train tracks held with your cursor click the train track when the arrow turns green.
3. Keep the mouse cursor behind the new track.
4. Left click to lay track one piece at a time without regard for how far away your character is.
5. Something is in the way of the track and you can't build more.
