Automation 2 displays that it requires 40 Science Pack 1, but uses 80 to complete. I haven't seen this before, and haven't turned anything up in my search of the forum, so I'm pretty sure it's 'newish'.
Attached is a save where this can be replicated. After the insertion of 40 science packs, the completion bar will be half-full.
I first encountered this in my single-player game, but the attached save is in sandbox, as I wasn't sure if it was a save problem.
This doesn't appear to affect any other technology (at least any that I've checked)
I think this is unlikely to be related to my setup in particular, but it's detailed below just in case.
Factorio Version: 0.13.6

It requires 40 sets of 2x Science Pack 1.
I agree this is incredibly confusing, there is no reason to require sets of anything other than 1.

Not a bug. Automation 2 requires 40 instances of 15 seconds + 2 Science Pack 1. Notice there is a number "2" on the vial, indicating you need two of them each cycle.

While it's not a bug, I see very little reason to not require 80 instances over 7.5s instead of 40x2 instances over 15s.
