This problem is more subtle:
I was feeding furnaces with ore and coal. The burner inserter takes whatever's in front and that might not be a combustible item.
Stuck...
Perhaps only limit the first reach to wood, coal and solid fuel? I haven't tried but maybe rocket fuel would be relevant too?
I love this feature overall though!
There is another bug where the burner inserters don't start sometimes when something is on the far side but I can't reliably replicate it yet... That'll be for another bug report.

Better solution: burner inserters must not take anything but fuel if have no fuel and its energy less than enough for 2 operations.
In this case burner inserters will not stuck if no fuel on belt for some reason.

If this is the solution they go for then, maybe it should get a yellow low fuel warning icon, so people know it's doing nothing because it's waiting for fuel on the belt. You should take care to not do wrong things IMO, it's working as intended.

It's only working as intended if the belt contains nothing but fuel. Otherwise, the burner inserter is still too stupid to prioritize picking up fuel when its own fuel is low.
And (may or may not be related to this issue but also annoying) you can't use a burner inserter on a belt containing fuel and ammo to fill gun turrets, because gun turrets can't take fuel, so it will never pick up fuel - because it only fuels itself if it notices that its fuel is low after already having picked up fuel for something else, and won't actively seek fuel for itself if the usual insertion target doesn't require it.

Yes, we added feature, that the inserter fuels itself when it already holds fuel, we also added, that it start with some energy.
We never said, that the inserter makes sure, it won't run out of fuel by ignoring other items when it is low on energy, so it is not a bug.
We might add this a feature in the future, if we consider it it needed.
