[2.0.16] Mod Manager: Installing mod with installed but disabled dependency prevents the mod load

Steps to reproduce:
Note: This can be reproduced with any mod; editor extension is just for example
  1. Disable all mods (maybe besides Space Age)
  2. Make sure Factorio Library (`flib`) is installed, up-to-date, but not active
  3. Go to mod manager and install Editor Extensions (requires flib)
  4. Confirm; restart
Expected:
  • `flib` mod is activated
  • Game is loaded
  • Editor extensions is loaded

Thanks for the report however this is a feature request. You can install, and manually enable/disable mods at the same time. Additionally installing a mod does not guarantee it is active as this depends on if you manually disabled it, or if you have the "auto enable new mods" option enabled.
