[2.0.11]Mining does not transition from building to resource

1. Mined a burner drill that was over a resource deposit that wasn't finished yet and kept holding right-click (mine button) to try and mine said resource myself. (tested with stone and coal)

2. Mining was impossible as long as I kept holding the mine button. It simply didn't register the presence of the resource either with the square yellow brackets indicating it's in range or with the tooltip that normally appears below the map.

3. Keeping right-click held after the building above the resource is harvested starts mining the resource.

4. Always, tested 5-6 times.

REPRO STEPS:
- Any save.
- Stick a burner drill over a compatible resource deposit.
- Harvest the drill with the mine button and keep holding the button while mousing over resource tiles.
- Nothing happens.
To note: this may not only occur with the burner drill but I have only tested it with the burner drill.

Thanks for the report. That is intended and works that way so you can remove things on resources without constantly getting stuck mining the resource.
