Alt-clicking any water just brings up the "clean" counterpart in the Factoriopedia.

It does bring up "Green water" Factoriopedia page, if you do click "Green water" tile. It does not if you click "Water" tile, which is drawn green due to pollution.
"Green water" tiles are tiles defined to be always green, regardless of pollution, and are used only in tutorial/campaign scenarios. There is no way to get them in freeplay without using editor, script commands or mods.
"Water" tiles have defined two colors that are blended together based on pollution level no chunk (it's purely visual thing, which is disabled when Animated water option is disabled in the graphics options)
So I am moving this to Not a bug
