Edit: Not a bug, is user hardware issue. The problem appears to be on my end. It seems it was all related to my current mouse. Any input from the mouse was causing stuttering, and even moving the mouse while pressing a key was causing the issue on the keyboard side. I guess my mouse just hit that time when it's about to give up the ghost, and it did so suddenly and without warning. I'll replace the mouse when I can.

I couldn't find any threads for this (or maybe one exists but I'm just blind):

I'm getting a pretty consistent reoccurring stutter on version 2.0.15 experimental. Stutter seems to occur with both mouse and keyboard input.

It occurs most often when attempting to manually mine entities--trees, rocks, and ghosts--with a rapidly stuttering mining progress bar while holding down the mouse button. It also occurs when holding down the key to fire at enemies/entities; shotgun is hardly noticeable due to fire-rate, but submachine gun and vehicle machine guns have stutters in the stream of attacks. It also seems to occur when holding down a movement key, regardless of whether it's walking or driving.
Sometimes the stutter manages to push through and complete mining or regain movement, but sometimes I have to release and re-press the input in order to continue. It also appears to occur more often when attempting to mine an entity that is overlapped with another entity--for example, when attempting to remove a rock that has an entity ghost placed over it.

I'm running the basic SA build, all official content with no other mods. I'm not sure if a save file would help for this, but I can provide one if needed.
