You can see in the above image I have around 600 science and 76 progress on rocket turrets. After the science was all consumed (none of it expired), I had around 477 progress on rocket turrets. This only seems to happen with Agri Science Research

Agricultural science packs only have as much research value as their current spoilage level.

Adding spoilage for the science packs was a mistake. (I'm fine with the spoilage as a game mechanic otherwise.)

As already noted above, this is a "feature" of this particular science pack. There is actually a dedicated tip in the game about it
