[2.0.13] Beacon modify bonuses whitout moduls

If a assembling machine or electromagnetic plant (or else maybe) have an effect from one beacon and have modules in the machine, and a second beacon is placed whitout any modul, the bonuses change.

I do not think the non moduld beacon is need to change the bonuses

Is there anything wrong with this? Effect received from beacons changes as the amount of beacons in range of entity changes. https://factorio.com/blog/post/fff-409

After a second read I see what you say, but do not expected this effect.
But I'm not sure this is intended, and probably I'm wrong
