Hi! In the current version of Factorio, things like max electricity consumption show the %change from baseline in the tooltip whenever modules/beacons change the value. Likewise, things like speed (mining speed in this case) also show the %change in the tooltip (-15% in this case).
Here, too, the pollution percentage is shown as being affected, in this case +15%, which is correct for three productivity 1 modules. However, this does not reflect the %change from one efficiency 1 module and two sets of beaconed efficiency 2 modules.
The pollution itself is correctly shown, but the change in percentage from the original pollution value is not: it only shows the 15% increase from the 3 productivity modules.
In short: productivity modules factor into the tooltip %change for pollution. But efficiency modules do not. This is inconsistent, and misleads to what the original pollution factor of the building is based on the % in the tooltip (here, 15% less than 9.2 is 8/m, but Big mining drills have 40/m pollution).

Pollution per minute is derivative metric, machines emit pollution per Joule of energy used while working. Efficiency modules decrease energy usage and thus indirectly decrease pollution. Prod modules, in contrast, increase both energy usage per unit of time & pollution emissions per unit of energy.
