Train signals by default can be used to output a signal to the Circuit network depending on it's state. Fairly straight forward.
However the issue is that when a Train Signal is unattached from a rail, it doesn't output a signal at all. This is actually contrary to the animated graphic of it cycling between Green -> Yellow -> Red and despite it cycling, it doesn't actually output anything to the respective states.
In fact if you hook up a train signal you would get no output.
I thought of being clever to use this as a fake timer of sorts for some base related stuff but sadly it doesn't work. Perhaps change it to make all lights don't light up?

Thanks for the report however that is intended. The flashing is not a signal state but a message to the player that it is invalid and has no state. Because it has no state it does not output anything to the circuit network.

Oh an unattached signal could have been a simple pulse generator else.
