[0.18.21] Underground ghost pipes block fluid flow

Hello,

I have searched for this issue and did not find it on the forums sorry if I missed it.

I have made a simple repro with crude oil but it seems to be the same for all fluids (I had the behavior on a modded game for light oil).

In the situations below the flow from the jack to the tank is blocked

I feel like it should not be the case ?

It not a bug, its a feature

So when you build a oil blueprint or something, the pipes don't connect all wonky due to build order differences
