[0.17.69] Landfill graphics bug: showing a water gap, but I can walk over it

Found this today while laying the new landfill. Was able to walk across this very tiny sliver of water.

Thanks for the report.
That's couple of days of adding special collision logic for player and cars to work this way back in 0.16.0, because it looked like the engineer should be able to just step over it.
