Enemy expansions are not deactivated in the save you provided.

If it's on, then that explains it. But I remember double-checking that it was off before starting.

Enemy expansion can be disabled in a running game, use this command (will disable achievements):

/c game.map_settings.enemy_expansion.enabled = false
