Steps to reproduce:
1. Pick up a blueprint book with 3+ blueprints.
2. Press Shift + Mouse wheel down.
Expected result:
The active blueprint is increased by 1.
Actual result:
The active blueprint is decreased by 1.

What do you mean? Some value exposed to Lua API? "Shift + Mouse wheel up" goes to next blueprint, "Shift + Mouse wheel down" goes to previous blueprint. It has beem like this since the feature was introduced.

I agree. It's one of twelve or so irrational keymappings that Factorio has by default. But blueprint books/library are so counter-intuitive down to the smallest details (like the main library panel being on the right) that it doesn't surprise me in the least that mouse wheel works in the opposite way to every other use of mouse wheel on PC.DaveMcW wrote:Mouse wheel down should go to the NEXT blueprint.

Perhaps a happy middle ground is a keybinding for next/previous?
