[0.15.6] Gaps Produced In 4-4 Belt Balancer

I have four solid lanes of Copper going into a pretty standard 4-4 belt balancer, but out the other end there are occasional gaps. This is weird since three lanes are at 100% draw but the fourth lane is maybe 80-90% consumed so if regardless there should be no gaps at all.

I found if I removed the last line of splitters (don't think they're necessary?) the problem was almost totally confined to the inner two belts, that come out of the Underground Belts. I see it about 2-4 times per second.

I've also attached the save, you should see this happening regularly. Also rarely in the Iron balancer next to it but not nearly as often, probably because it's not drawing as much.

There's no logic or promise that the this shouldn't happen.

Unless you can show that it previously didn't do this and now does I don't consider this a bug.
