Allowed/forbiden module list

Would it be hard to implement allowed module list? So we can have buildings that we limit/allow to use certain modules only? It would certainly enable some interesting options without creating lists of crafting recipes that could use what module.

Like beacon can be set to allow: pollution cleaning module 1, productivity module 1, effectivity module rank 2,3
Or disallow productivity modules 2,3,4,5... That could be set for assemblers furnaces etc etc. So you want to create system where you want to use speed modules but you can't forbid consumption modifier because speed modules change that too. Take cartmans mod for instance, he uses lot of different types of modules, he could just set specific type for specific building without creating large lists and it would be cross mod compatible since it would be building based and not recipe based.
