LTN system wont work

LTN system wont work
So I finished watching Nilaus' tutorial on using the LTN system and I followed it to the latter and it just would not work. Here are the pics of my setup. The first image is my provider and the second pic is the requester. What am I doing wrong?

You are missing the inserter control circuits required since 1.2.x and your requester lacks even the basic constant combinator generating requests(negative values).
Nilaus tutorial is for the outdated version 1.1.x.
For current versions please refer to the manual. It also includes a demo map.
