Sometimes instead of sending the item transportation message confirmation it sends one saying "no train to transport items", while still starting and completing it without issue.

That message says that AT THIS MOMENT LTN didn't find a train in the depot and that's why it can't send out NEW orders.
This is just a warning and it will resolve itself as soon as then next train arrives at the depot stop.
I can see in your screenshot that a train departed from "LTN Short Depot" shortly before that message.
If your trains are waiting in a line in that depot then the message can be triggered in the time between departure of that train and the next one coming to a hold at the depot station.
