How does priority work?

Higher priorities are used first.
The only exception is when merging grabs copper along with some iron from a priority 0 mixed mine even if there are priority 1 copper mines.

Prio 1 is everywhere the highest priority in the real world.
Can you please make an explaination without "highest priotity".

Suggestion: Largest number gets used first.

Default Priority is 0.
Negative priorities are supported as well.
