By use of input priority, all outputs from the decompression splitter will operate at maximum speed. As a consequence, that means that whatever is provided to the inputs will always be evenly distributed among the outputs, in this case for a 50-50 split. A fish filter throttles the input to the decompressing splitter so that a maximum of one belt will be provided to it, thereby ensuring that the output into decompressed belts cannot exceed half a belt.
The decompression will function regardless of if the inputs are backed up or not. If less than a full belt is provided the output is still divided evenly into the two decompressed belts.

Same concept extended slightly to drive a science sushi:
Bottom one is with backed up belts, top without. Note both are working.
Compact it is not, but I think it looks pretty dang cool
