It's not the most fuel efficient way of controlling the reactors, but it's probably the coolest.

Vanilla version of the above contraption.


So what it does is reads power storage levels and continually tweaks reactor feed rate to maintain constant level. You can set it to activate all inserters at once and then it is fully efficient. But what it does by default is feeds 1 row of reactors at a time. It selects whichever reactors can accept fuel in first to last order, which is directly adjacent to already running reactors. Though since they're not fed simultaneously, that may briefly leave gaps between rows of reactors when they run out of fuel.
