Much of the code in this mod comes from Pollution Control by feengi.
Basically, this mod just grabs the average pollution number calculated by Pollution Control and uses it to adjust the base evolution rate.
Evolution per pollution emitted is set to 0, and killing spawners slightly reduces the evolution factor. Of course, since spawners eat pollution, the reduction is usually very temporary. Evolution kicks off when the pollution on the map hits 160,000, and tends to go fast once it starts. The settings for it are at the bottom of control.lua.
I wrote this in about 10 minutes, so it probably isn't the cleanest implementation. If someone wants to take the idea and do a better job, or make it depend on feengi's mod, go for it.
