[2.0] Orbital Transfer - Inter-Platform Logistics

It was widely requested so I took a crack at it over the past few days. Here for your inter-platform pleasure, Orbital Transfer!

Orbital Platform Providers work like provider chests with one slot, and will ship them to other platforms when the stack is full. Orbital Platform Requesters work like requester chests with one slot. Filter (it's technically a storage chest behind the scenes) sets the request for the chest. Platforms in the same orbit will trade resources. Only full stacks are transferred with a short cooldown. Add more chests for more throughput!

As this is still early days please install with caution and maybe save before sending anything *expensive,* just in case. But I've tested it pretty well and it seems to hold up to most things so far. Please report any issues!
