At first, I create it only for my own. During the progress, I think it can be a general tool for everyone.
https://github.com/Sraw/modslocale
The purpose of this project is to simplify translating mods. Specify the mods you want to translate, pass your username and password to the script, the script will try to fetch all locales and then extract all fields, merge the same fields, generate translation files, and finally render to *.cfg files.
The biggest benefit is that it can automatically update the translation file based on the updated mods, so you only need to run the script and translate new fields, then render.
For now, as I'm playing Bob's mods, the default mods list contains and only contains Bob's mods.
If you want to provide translation, please make a pull request, or contact me directly.
Any suggestion is welcome! And I will always work on it.
I've create a project for localization of mods

This is interesting work. I think you might find https://github.com/dima74/factorio-mods-localization interesting as well.
It uses an existing platform, crowdin, to handle the translation contributions, and has automation for updating the mod source code automatically on github.

Hi, thanks for your information. I've already known this website a long time ago. The reason why I didn't choose that website is that it is more for a huge project which needs translations from many people. While mostly a mod only contains a few words to translate. Another biggest reason is that many mods such as bob's mods don't have the source code on Github or any other website but the mod portal. That's also why I choose to synchronize mods' locales from mod portal, as that's the only reliable source.
