Mod Portal: Request for contribution

TL;DR

Add a function to the mod portal for requesting contribution of a mod which is obviously abondend.

What ?

As some mods get abondoned over time as maybe the owner has no interest in Factorio anymore, there will be no updates anymore.
This new function adds the ability to make a request for gaining contribution rights with a legitimate grace period.
In the grace period the owner can deny the rights but if no action is taken, the requester gets the right granted.

Why ?

Allowing other authors maintain an abondoned mod under the same name instead of making a copy with retarded internal name.

+1, can i also recommend adding a "forks" section for when someone makes a fork to make changes and/or fix bugs, compatibility, take over for inactive mods, etc
