IDEA: allow adding attachments and screenshots

I'm sure this has been suggested elsewhere but I didn't see a dedicated thread for it.

I want to report a bug in a mod. I want to attach my saved game to the bug report. I can do this in the Factorio forum but not in the mod portal.

Similarly, there's no way to add screenshots.

I understand the direction that Klonan and the Factorio team want to move in, and now I'm going to make my bug report in the 0.12 thread for the mod. I hope these two issues can be fixed soon. (Also email notifications, which others have mentioned.)
